In a continuous effort to fight tax evasion, Greece is adopting the US model as the State Legal Council has ruled in-house checks or checks in offices and businesses constitutional. Tax officers will have the authority to search for money or other valuables in the premises of the suspected tax evaders.
Greek daily newspaper Ethnos reported that tax officers will now be able to proceed in investigations similar to the ones conducted by the IRS in the USA without the prosecutor’s presence. Furthermore, the State Legal Council has given the “green light” for tax investigators to confiscate money or other valuables.
This ruling was voted with a marginal majority of 14 to 10 by the Plenary of the State Legal Council, after a relevant request from the Finance Ministry. After giving its own interpretation to the existing law, the Plenary came to the conclusion that “tax checks that are directly related to the collection of taxes and other state arrears are allowed without the presence of a judicial authority official, as long as there is a prosecutor order for the in-house check.”
This measure will help the government collect taxes from tax evaders; a major issue the Finance Ministry is trying to tackle.
The General Secretariat of Public Revenue recently presented a strategic plan for the 2014-2017 period that envisages actions aimed at boosting timely payment by taxpayers, reducing old tax debt and the size of black economy, combating tax-evasion, containing corruption and enhancing the skills of the tax administration workforce.
The plan foresees the collection of 2 billion euros from old tax debt, 25% of new overdue tax debt, 30.9 billion euros in pre-return taxes by tax agencies and 12.1 billion euros in pre-return taxes by customs offices.
The plan also foresees widespread tax controls of large enterprises and wealthy individuals, along with measures aimed to boost the efficiency of the tax administration, such as updating IT infrastructure, locating and combating corruption and promoting a code of ethics, improving methods of forced debt collection and the efficiency of tax controls./greekreporter/ |

Greqia është duke adaptuar modelin amerikan të kontrollit mbi abuzuesit me taksat përderisa Këshilli i Drejtësisë Shtetërorë i Greqisë ka mundësuar ligjërisht kontrollin e shtëpive të të dyshuarve që kanë abuzuar me taksat. Inspektotrët e taksave do të kenë autoritetin që të kontrollojnë për para apo sende të tjera me vlerë në shtëpitë e të dyshuarve për evazion fiskal.
Gazeta greke "Ethnos" raporton që inspektorët që merren me kontrollin e taksave do të jenë në gjendje të vazhdojnë hetimet në shtëpitë e të dyshuarve pa prezencën e prokurorëve, në një njëjtën mënyrë siç ndodh në SHBA. Për më tepër, Këshilli i Lartë i Drejtësisë Greke i atribuon autoritetin inspektorëve që merren me hetimin e taksave që t'u konfiskojnë paratë dhe sendet me vlerë atyre që kanë shkelur ligjin përmes evazionit fiskal.
Kjo masë pritet që të ndihmojë Greqinë që të mbledhë më shumë taksa e të rrisë buxhetin.
Mbase një masë e tillë do të ishte e nevojshme të implemetohet edhe në Shqipëri, po të kemi parasyshë, të paktën, vetëm vjedhjen e mbi shtatë miliardë lekëve nga Banka e Shqipërisë. Një masë e tillë mund të jetë plotësisht e aplikueshme edhe për faktin që Greqia është një shtet me mentalitet Ballkanik, që do të thotë se i përafrohet mentalitetit të shqiptarëve.
Nëse Legjislativi shqiptarë i atribuon inspektorëve të taksave që të mësyjnë në shtëpitë e të dyshuarve për vjedhje të parave të shtetit apo evazion fiskal, ka shumë të ngjarë që të gjejë pasuri shumë të mëdha në shtëpitë e tyre. Duke mundësuar kështu që buxheti të mos ketë më probleme me pagesat dhe duke i dhënë një shtysë zhvillimit të mëtejshëm të shtresave sociale për të reduktuar pakënaqësitë, si pagesat e ish-të përndjekurve politik, pronarëve, borxhet ndaj bizneseve, etj.
Sipas mediave shqiptare, vaska në banjën e Guvernatorit të Bankës së Shqipërisë Fullani është e larë me flori, nëse për shembull, faktohet që Fullani ka shkelur ligjet apo ka kryer vepër antiligjore, vetëm me paratë e gjeneruara nga vaska e tij do të ishin dëmshpërblyer disa familje të ish-të persekutuarve politik, duke lehtësuar ksëhtu edhe barrën e qeverisë, edhe të shtetit gjithashtu, në mënyrë që këto shtresa të mos manipulohen më për t'u marrë votat duke u hedhur nga një thërrime sa herë ndërrohen partitë. |
