Vice President of OSCE in Tirana, Robert Wilton, at National Conference on "Electoral Corruption", said that Albania needs as fast as posible a comprehensive electoral reform. According to him, if in Albania will apply all laws, it would be a kind of paradise. A law without enforcement is fraud.
Law without enforcement is useless", these were some of the criticisms made by Wilton. "Over the years, OSCE/ODIHR report stated that ther are continuing allegations of vote buying; that the legal framework does not provide sufficient transparency about campaign funds; there is a need to increase the impartiality of electoral commissions; that political influence prevents editorial independence of the media and that for women candidates there is very little media coverage.
The time has come to address these concerns through the process of electoral reform. If Albania will apply all laws, Albania would be a kind of paradise. The law without enforcement is a fraud. Law without enforcement is useless. State authorities and political parties have a key role in the fight against electoral corruption.
