In Tirana many media are reporting that the opposition - Democratic Party (DP) - has not accepted the proposal of the US and the EU over the Justice Reform, made on the occasion of the visit of US Secretary of State Njuland this Sunday in Tirana.
DP has submitted another proposal. According DP internationals are exemptet from voting. Media on this case published the facsimile of a document with proposals of PD. Meanwhile, US Ambassador to Tirana Donald Lu, was quoted as saying that "we are disappointed with the response of Mr. Basha's proposal about hybrid Justice Reform."
However, there is yet any kind of public reaction from stakeholders on this issue. A few days ago SP leader Edi Rama said after the meeting with Mrs. Njuland he is open to any compromise that does not infringe the reform, implying that he supported the proposal. And he is surprised of why the Democratic Party had not immediately accepted the American proposal.These developments are expected to activate other schemes to adopt Law Reform. Previously is hoped that the parties will reach consensus, but its failure led to international intervention, which seems to be ineffective untill now. There are many opportunities the reform will be put on Parliament on July 21, for voting, or what the Prime Minister Rama has described the adoption of the plan C of reform.
While it is expected to be further strengthened rumors of early elections. There have been suggestions that with general elections to be held simultanously a referendum on reform. While from days is also launched a petition for the election of the president by the people, initiated by several Socialist MPs opposing their president.
