At the Fourth Congress of European Local Authorities, to be held in Cracow (Poland), where Vlora will be represented with civil society organizations, the attention will focus on local governance as a strategy for the future.
With this slogan and with this theme, the 4th European Congress of Local Authorities will be held on April 26 and 27 in the renowned city of Poland, where there will be attended by about 2,000 participants, local government leaders and regional elites , representatives of state administration, of business world, culture, NGOs, media from Central and Eastern European countries.
The 2018 is the year of local elections in Poland, where will be voted in 314 districts and 66 cities with district rights, as well as 2478 communities, to choose the respective local leaders at these levels. That is why this year the European Congress of Local Authorities occupies a special place on the map of events in Poland. For two days in a raw the city of Krakow is estimated to be the capital of the Local Authorities.In this annual event the participants will discuss the core economic and social issues in more than 60 panel sessions, thematic blocks, reports, discussion panels, lectures, presentations and receptions.
According to the organizers, creating and implementing strategies for the future requires constant negotiations and difficult choices. What this means is that dialogue remains crucial to minimizing the risk. That is why this is the direction where they should be oriented and focus their activities, local units, district and municipal leaders, including non-governmental organizations, central government and the business community.

A year ago, at the 3rd European Congress of Local Authorities, where is discussed about local government and its role in local development, tourism and tourism entrepreneurship, environmental protection, innovation, economics and finance, renewable energy, low carbon economy, etc., is attended by representatives from the Municipality of Tirana and the Municipality of Vlora, from the University "Ismail Qemali" and Local Economic Development Agency (AULEDA).
