The Council of Ministers of Albania adopted today the decision of banning the import of vehicles that have been used for more than 10 years, which enters into force 30 days after its approval in the Official Gazette. The new vehicles that will enter Albania must meet Euro 5 rate, both for cars and trucks, while cars used that meet the Euro 4 standard should have been produced no more than 10 years before the first registration date in Albania .
In relation to the draft decision, it is left more time to register the vehicles that have already entered Albania and are used for over 10 years. The deadline is now March 1 2019 and not December 31, 2018.According to the decision, are allowed to be registered for the first time for circulation in the territory of the Republic of Albania, motor vehicles and vehicles, which meet the following conditions:
- New cars with zero km and which have not previously been registered for circulation in any other country, which meet the EURO 5 rate, of the European Union;
- Other new motor vehicles such as engines, buses, trucks of categories M2 and N1, with zero kilometers and which have not previously been registered for circulation in any other country which meet the EURO 5 rate of the European Union;
- Used cars (all that are not zero kilometers and previously recorded for road traffic in another country that meet the EURO 4 standard) should have been produced no more than 10 years before the date of registration in Albania;
- Other used motor vehicles as engines, buses, trucks, categories M2 and N1 (all that are not zero kilometers and previously recorded for road traffic in another country, which meet the norm EURO 3) must have been produced no more than 15 years before the date of first registration in Albania.
The decision stipulates that vehicles that have entered the Albanian territory before the entry into force of this decision but have not completed the registration procedures have a deadline until March 1, 2019, to carry out the necessary procedures.
This decision does not apply to the import of:
- Early historical vehicles with historical interest and collections, such as:
- Vehicles produced untill December 1970;
- Vehicles presented as a model of production up to 31 December 1970, regardless of the actual production year of a particular vehicle;
- Vehicles, which represent technical or cultural technical values, traditional and social heritage.
- Motor vehicles, which are imported from physical and legal entities, for the purpose of humanitarian aid, in accordance with national legislation governing donations and humanitarian aid.
