According to the notice of the tender authority, the expressions of interest must be submitted in writing by 7 January 2019.
The World Bank has funded a $ 50 million loan (44 million euros) for the implementation of the 45-kilometer regional and local road reconstruction project in Albania.
"The project supports the improvement of access to several agricultural and tourism centers in Albania," the World Bank said in a recent announcement in April.
The government intends to apply part of this revenue to consultancy services.
According to the announcement, consultancy services include contract management and management tasks throughout the scheduling period, to ensure timely and proper implementation of project control. For this purpose, the Consultant will establish clear lines of responsibility and procedures for each activity in the construction process. The duration of the project is foreseen for 18 months and 24 months more for the Failure Notice Period. The scheduled start-up period is March 2019.
The purpose of the service is:
- Conduct supervision of three or more road works contracts, based on available maps and tender documents prepared by a particular consultant. The consultant team will provide both general management and oversight of works contracts.
- Surveillance services include work with contractors to ensure regular start-up and timely execution of works; quality assurance; proof of payment; coordination with road works actors; contract administration; small designs for encountered problems; developing change orders as needed, including determination, independent award and negotiation; communication and facilitation of communication between all the parties involved and reporting of monthly progress.
- The consultant, through oversight teams and central support sources, will assist ADF in all contract management tasks, including the preparation and execution of receipt of each item of work.
