In a January 9th report, Voice of America reported that the Albanian authorities favored DH Albania in order to contract the construction of a new ring road in Tirana.
The favoring of this company allegedly linked to the businessman, according to VOA's report, is proved by analyzing the documentation submitted to the state offices by DH Albania:"The Albanian authorities, reacting through the Technical Secretariat of the Special Licensing Commission, point out that the licenses for DH Albania are granted in accordance with the legal procedures.
The Voice of America stands firm on its reporting and invites the authorities to deny the evidence of the two violations raised in the January 9th report.
First, the license application was made on July 13, when the DH Albania firm did not yet existed. It is recorded on July 18th. How do the authorities explain the application protocols and the begining of the licensing procedures based on an anonymous request?
Second, according to the rules published on the Ministry of Infrastructure's own page, the documentation is made available to the commission members for 3 business days - and we emphasize again, 3 business days days before the date of the meeting for reviewing the request. The documents show that DH Albania has completed these on July 27, Friday, and the commission approved it on Monday, July 30.
In their response, the Albanian authorities did not explain these violations.
Since the scandal with DH Albania was publicized, Albanian officials have tried to justify their reactions saying that is impossible to verify whether the documents submitted for tenders are forged or not.
