Supreme State Audit charges dozens of officials after € 183 million damages inflicted to Albanian state

 193 million euros is the economic damage detected by the Albanian Supreme State Audit (SSA) by 2018 audits, while the negative impact of non collection of the revenues and ineffective spending is estimated at over 1.5 billion euros, divided by 923 million euros in the area of revenues and 587 million euros in the area of ​​spending is inefficient and ineffective.

33 head of institutions, 26 senior level officers and other persons are charged by the SSA for the damages inflicted. In addition to abuse of office or breach of equality in tenders, the Supreme State Audit has also referred cases of falsification of documents, a fact of deliberately carrying out of economic damage.

According to SSA, overdue obligations continue to be a problem for the public finances, while the budget deficit is higher than that reported by the government.

It is noticed that there is a clear strategy for using these instruments to finance the needs for goods and services. SSA identifies a significant lack of monitoring of the existing PPP portfolio. It is noted that the Ministry of Finance does not report according to international standards the public debt stock, resulting from these contracts.

Referring to the current data regarding the 11 concession contracts, it results that the factual expenditures from the state budget amount to Lek 6.4 billion. While the projections suggest that in 2021, Albanian citizens PPPs will cost Lek 18 billion per year.
