In an interview to Radio Free Europe, Mogherini said: "I think the EU should be reliable. If the EU member states do not make a decision, especially for the opening of (membership) negotiations with Albania and North Macedonia in October, I think this would be a big mistake."
Mogherini has stressed that the regional co-operation required to be promoted through the Berlin Process is not a substitute for the EU membership process.
"The countries of the region should know that their future can be in the European Union if the process goes well," she said.
The European Council will meet again in October, when it will also discuss the negotiations with the two Balkan states, following the European Commission's decision. France and the Netherlands continue to be the two countries that keep blocking the process.
