The magistrates will be subject to verification by the High Justice Inspectorate of possible disciplinary violations as to the legality of their decisions in relation to the files in their possession.
For the Vetting Commission, these alleged violations have not been sufficient to punish the subjects, but have referred the issues for verification to the competent body.
Part of this list are two members of the Supreme Prosecutorial Council, Besnik Cani and Kostaq Beluri, as well as member of the Supreme Judicial Council Brunilda Kadi. For Besnik Cani, in addition to referring four verification cases to the High Justice Inspectorate, there is a recommendation from the International Monitoring Operation to remove him from office, while the decision on his fate will be taken by the Special Appeals Panel.
The other magistrates to be probed for possible office violations are Besim Hajdarmataj, the prosecutor at Tirana Serious Crimes; Zeqir Hoda, prosecutor at Tirana Court; Kastriot Selita, chairman of Tirana Appeal Administration; Vladimir Mara, prosecutor at Tirana Serious Crimes; Dritan Peka, Head of Tirana Prosecutor's Office, Alma Muça, Prosecutor General; Eloida Goxhi, Head of Berat Prosecution, Esmeralda Keshi (Cami), Head of Dibra Prosecution, and Emona Muçi, President of the Pogradec Court. All the files in question will be reviewed by the High Justice Inspectorate, which is the body responsible for verifying complaints, investigating disciplinary violations and initiating disciplinary proceedings against judges and prosecutors of all levels.
The High Justice Inspectorate is expected to be established and be operational during 2020, as the candidates for running this institution are currently in the vetting phase. The High Justice Inspectorate is seen as a key factor in stopping even the collapse of the judiciary with arbitrary decisions by a group of prosecutors and judges who have no hope of crossing the Vetting, but who are using their left days in seemingly corrupt decisions.
