The leader of the suspected human trafficking gang is a 29-year-old Albanian man who was arrested in the same town on Monday.
Of those arrested, 12 were in Belgium, two in England and one in Germany.
The suspects arrested outside Belgium will be extradited under a European Arrest Warrant to face charges of trafficking in human beings.
The Belgian Federal Police, which led the investigation, coordinated with the UK National Crime Agency.
They said the Albanian nationals, Admir Canaj, 38, and Astrit Ramoshi, 37, were arrested in London on Tuesday and charged with human trafficking into the United Kingdom.
The names and nationalities of those arrested in Belgium and Germany have not yet been released.
