The project has become part of numerous public debates because of its high cost. Initially, the project cost was 161.5m euros in order to be implemented, but then the cost increased to 256m euros. An increase of 60 percent, or 15 million euros per kilometer.
According to the Ministry of Infrastructure and Energy, the cost has been increased by the inclusion of a project to build secondary exit roads.
In October 2019, the government approved the contract in Parliament but requested the concessionaire to begin work immediately. The concessionaire appealed to commercial banks in the country for loans, but the banks did not support the project.
Contacted by the media the Deputy Prime Minister Erjon Brace confirmed that the concession company has not responded to the contract. "So everything ends!" he said.
While the owner of the company A.N.K., Mr. Agim Kola has not been pronounced until now.
The Milot-Balldren road axis is the third project of a 1 billion-euro government investment package. A project born out of a business offer, which is criticized by the IMF.
