Kosovo leaves the Serbia's energy regulatory system, joins Albania

The Transmission System Operator of Kosovo and the Electricity Market of Kosovo (In Albanian known as KOSTT) and the Transmission System Operator of Albania (In Albanian known as OST) signed an agreement in Tirana on Monday to establish a Kosovo-Albania energy system regulatory block.

In a statement to the public, KOSTT said the agreement was signed with the knowledge of the European Network of Energy Transmission System Operators (ENTSO).

This agreement is expected to enter into force in April 2020.

“The Regulatory Block, consisting of two regulatory zones, KOSTT and OST, aims at easier operation of the two power systems, both technically and economically. This will enable easier operation and balancing of both systems, reducing costs and exchanging system reserves,” reads the KOSTT announcement.

The Chief Executive Officer of KOSTT, Ilir Shala, is quoted as saying that with the signing of this agreement with Albania, Kosovo breaks away from the umbrella of the Serbian Regulatory Area and becomes part of the OST.

“This is a historic agreement for Kosovo and KOSTT, since, until now, we as KOSTT have been within the Serbian Regulatory Area, respectively within the regulatory block of the SMN (Serbia, Montenegro, and North Macedonia). Now, with the signing of this agreement with the OST and starting its implementation in April 2020, we are definitely breaking away from the umbrella of the Serbian Regulatory Area and becoming part of the Regulatory Bloc with the Albanian OST”, Shala was quoted as saying.

Skerdi Drenova, OST general manager, said this agreement creates favorable conditions for optimal utilization of generating resources within the block.
