After several months of investigation, by applying special methods, the illegal activity of the subjects of this proceeding was documented with legal evidence, by abusing the attributes of their duties and functions, in cooperation with each other, but also with other citizens, have consumed the offense of "Abuse of office" and "Illegal construction, in co-operation".
The subjects of this criminal proceeding performed public functions in the State Police, officials of the Administrative Units, IKMT and INUV in Durres, Shijak and Manza.
The abuse of office and the illegal activity of these entities is suspected to have spread throughout 2019 at various locations and times.
Their acts and inactions consist of favoring illegal constructions, falsification of documents, concealment and manipulation of events, the obstruction of the disclosure of criminal truth and facts, non-reporting of criminal events, failure to register citizens' reports under legal obligations, etc.
These persons, in co-operation with each other and abusing their powers of duty, were suspected to have created a corruptive mechanism in order to gain monetary value, which has enabled and resulted in numerous illegal constructions such as residential buildings, warehouses, business premises, etc., avoiding thus the implementation of urban planning legislation and their technical security.
Based on the evidence and facts collected and administered during the investigation, the Durres Court of First Instance, by the decision of 9 January 2020, set out the personal security measures, which were executed this evening by the DRDIAA and State Police.
