Competition for Divjaka Photovoltaic Park Opens; About € 100 Million to be invested

 The Ministry of Infrastructure and Energy announced this Monday the launch of an international competition for investors interested in the Divjaka photovoltaic park project that will have an installed capacity of 140 MW. At a ceremony where the first details of the project were given, the Belinda Balluku Ministry underlined that the project has an estimated value of around 100 million euros and will be located on 198 hectares in the municipalities of Fier and Divjaka. “Karavasta's largest photovoltaic park designed in the country with 140 MW is allocated split into 70 megawatts for free market generation and sale and 70 megawatts at regulated prices. The regulated price lasts for 15 years and will be purchased by the Electricity Distribution Operator of Albania (EDOA). This project was designed based on a World Bank study that located the three zones with the highest with solar radiation in the country. The adjusted price is set at 55 euros given the market technologies and the average cost of production. This is also the lowest price we have secured,” Balluku said.

The Minister underlined that interested investors will be able to get a complete package of documentation and information on the project, while the significant emphasis is placed on environmental policy. Another step taken from the very first moment is that there will be no negotiation phase between EDOA but the contract is part of the documentation of this auction. Meanwhile, the National Territorial Council approved last week the development permit.

If all deadlines are met according to a calendar, the ministry expects the bids to be submitted by March 16, and a contract signed by May 3, 2020.

This is the second park for which an international competition opens. The first was Akërnia in 2018, which was won by India Power for a price of 59.9 euros / MWh but the delay in signing the contract has stopped the beginning of the works. There has been a clash in the latest report between the Ministry of Energy and Infrastructure and the Energy Community Secretariat.
