Minors criminality remains a worrying problem for Albanian society
 
 The involvement of minors in criminal activity continues to be a concern in Albania. During 2019 about 1500 minors were identified as perpetrators. "Theft", "Violation of traffic rules", "Other intentional violations", "Intentional injury", "Destruction of property" or "Intimidation" are the main offenses involving minors. For psychologists, the family has a key role in preventing these cases.

“Studies show that children raised in families with problems; Domestic violence, divorced families, or parents of substance abusers tend to model this behavior in the kid's lives by pushing them committing these offenses, while also becoming addicted to alcohol or narcotic substances. We should not forget the cases when the teenager feels unacceptable”, said the psychologist, Ms. Almeida Xhaferi in an interview with Euronews Albania.

Along with the family, according to psychologist Almedia Xhaferi, the school should also be more responsible.

“The main teacher who observes behavioral changes in the child in the classroom, frequent absences, refusals to attend classes, refusals to spend time with peers, especially when they are in class, should attract the attention of the main teachers, to notify the parent, set up an interagency group that can refer the case to the child protection unit. Are the behavioral changes that need to draw particular attention to the teacher,” she added.

The most flagrant case of how a minor with a criminal disposition can transition from a simple burglary to an armed robbery is that of Markelian Cungu.
