"The level of serious and organized crime in Elbasan is increasing. It is being noticed that crime is controlling the city and economic life. They demand special attention and exemplary answers from the state ", said Çela.
The chief prosecutor said the gangs are clashing for control on the territory, warning that recent criminal events show only a small part of what is happening.
"A city cannot be turned into a place for gang warfare for control of territories or for deals between them. What happens is the tip of the iceberg. Neither Elbasan nor other cities can be taken hostage by these groups. No criminal group can be stronger than the state. The level of cooperation needs to be raised to other levels.
