In Albania, cases such as the law on gambling and the proposal for the construction of the Milot-Balldren highway are mentioned for the phenomenon of state capture ot the State, while the situation of the Albanian parliament is cited as one of the reasons for this situation.
The director of research at the Institute for Democracy and Mediation, Gjergji Vurmo, showed details to Euronews Albania on how is prepared an ordered law.
He stressed that such laws go through all legal procedures, but added that they essentially lack integrity.
"This scheme is done to serve a group of people and the interests they represent," Vrumo says
"Albania together with Turkey, where the two countries have been identified, where custom-made laws have been identified, ie laws that serve to a small group of individuals and their private interests. A custom law is made through a legal procedure. What bothers the procedure is integrity. "The rules are made in such a way that from the proposal to the final stage, the approval goes through all the legal links, and the interests, or miasmas that protect the interests of a group of people, are thrown into law", he said
As an illustration, to understand how this strategy works, Mr. Vurmo mentioned the "Law on Gambling", where according to him 24 hours before the approval was made substantial changes in the amendments, which basically serve the "customers".
