MP Fatjona Dhimitri has submitted to the Assembly the proposal to establish a national register of convicts for sexual crimes.
The draft law (click here to read more) aims to prevent sexual abuse and exploitation in Albania by establishing a register of convicted sex offenders who are required to restrict physical or virtual contact with other possible victims.
The proposal contains 42 Articles and - if approved - provides for entry into force 6 months after publication in the Official Gazette.
The register that will be created will be administered by the police, which in each regional directorate will have to designate a contact point to inform any public or private institution that works with children about a person with a precedent in sexual crimes.
The information will be processed on an online website that will be opened specifically for the registry and that will also be the task of the police.
The register is processed and managed on the principle of protection of confidentiality, where the collected data will be accessed by the authorities in a limited way, entrusting them with the responsibility of storing personal data.
It is proposed to register basic information including name, surname, date of birth, place of birth, also information about the residence, telephone number, data of social networks used, and information about the job, or employment that the person with precedence does currently.
The draft law was consulted with civil society organizations during the September-December period.
The initiative of the proposal has been undertaken by civil society after the shocking case where a minor was systematically raped by a School Security Officer in Tirana.
