This meeting, which will be the first meeting between Kurti and Vucic, takes place in the framework of talks on the normalization of relations between the two countries.
The Kurti-Vucic meeting takes place in a climate aggravated by the contradictory statements of these two actors regarding the topics that are expected to be discussed in Brussels.
Vucic has made it clear that one of Serbia's main goals is to establish an Association of Serb-majority municipalities in Kosovo, which would have considerable independence from Pristina.
But Kurti has ruled out the possibility of creating the Association according to the Serbian mass. He has also ruled out the creation of an association on ethnic grounds.
"We cannot have a mono-ethnic Association in Kosovo. "So, it is necessary to integrate all citizens, regardless of ethnicity, and not to create barriers that divide and divide them", said Kurti.
Vucic reacted harshly to this statement. He said that Kurti does not even have to go to Brussels if he refuses to talk about this topic.
"If he does not want to talk about the Association of Serbian Municipalities, but for us to recognize Kosovo, then he does not have to come (to Brussels)," said Vucic.
Western diplomats have set in motion to speed up the negotiation process, in the hope that an agreement between the two countries can be reached before next year when Serbia holds parliamentary and presidential elections.
Last week, US Deputy Assistant Secretary of State for European Affairs Matthew Palmer and European Union Special Envoy for Kosovo-Serbia Talks Miroslav Lajcak visited Pristina and Belgrade as part of preparations for the resumption of talks between the parties.
The two diplomats reiterated that the path to the European integration of Kosovo and Serbia depends on the normalization of relations between them. Mr. Palmer reiterated the United States' position that mutual recognition should be based on mutual recognition.
Talks on the normalization of relations between Kosovo and Serbia are facilitated by the European Union. Kosovo state and political leaders have called for the participation of the United States of America in this process. They have even demanded that the administration of President Joe Biden appoint a special representative in the talks.
