The Vetting process has revealed many problems in the proper functioning of the courts in the city of Shkodra.
In the Court of Appeals, out of ten judges who should have been in office, only 5 of them are currently in office, creating thus problems and delays in the decision-making of court cases.
The president of this court, Fuat Vjerdha said to local media that currently are being tried civil cases of 2018, thus creating a delay of more than 3 years of these processes.
But this problem does not happen only in the Court of Appeals, as judges have been dismissed from Vetting in the court of the first instance.
Out of 14 judges who should have been in office, only 9 of them exercise their function.
In January 2019, the President of the Court, Arben Zefi, was dismissed, a decision that became final in July 2020, while the KPA is still reviewing the dismissal processes of Albano Çepele and Luveda Dardha.
Although 2 new judges were appointed from the magistrate school in 2020, were again created vacancies after the transfer of 3 judges, Tonin Stërkaj to the Shkodra Court of Appeal, Kostandina Kuro to the Kruja district court and Irida Kacerja transferred to Durrës Court of Appeal.
