A year ago, due to the pandemic and restrictive measures in Albania, celebrations with large gatherings were banned, while this year, the Ministry of Interior only two days before the celebrations has announced that Kosovo Albanians will be able to travel to Albania with no restrictions.

With the act of the Declaration of Independence of Albania, the Chairman of the Provisional Government, Ismail Qemali announced the six Great Powers: England, Italy, Austria-Hungary, France, Germany, and Russia.

The Balkan states were also notified: Romania, Montenegro, Serbia, Bulgaria, Greece and Turkey, demanding recognition of independence, as a natural consequence of the will of the Albanian people. On November 28, Ismail Qemali has been proclaimed Speaker of the Assembly and the first Prime Minister of the Albanian state. 

Independence was declared for all Albanian lands and ministers were elected from all Albanian provinces.
