For the first time since he assumed the office of the head of state, the President of the Republic, Bajram Begaj, returns to the assembly the law "On decorations in the Republic of Albania".
In the reasoning of the head of state, a narrowing of the constitutional competence of the President of the Republic for the awarding of decorations is found, this is what almost all the Albanian media have recently published with a form of pomposity.
According to him, this competence is expressly defined in the Constitution and has not the same level neither the Assembly of the Republic of Albania nor the Prime Minister nor the relevant Ministers, who are defined in the law as responsible state authorities, for the awarding of decorations.
"First of all, the lack of consultation of the law with the President of the Republic, as an interested party and the only body defined by the Constitution for the awarding of decorations and titles of honor, was established. It is clear that in this case, we are dealing with the constitutional competence of the President of the Republic, who according to the Constitution is an independent constitutional institution, the law regulates the way of awarding decorations and titles of honor, as it is clear which is the body that gives them".
