Former mayor Agim Kajmaku, arrested in Italy with 20 kg of cocaine, escapes the financial investigation

 The Special Prosecutor's Office against Corruption and Organized Crime(SPAK) stated that no property investigation has been started for the former head of the Municipality of Vora, Agim Kajmaku, although his arrest with 20 kilograms of cocaine in Italy has been made public in the Albanian media and those Italian since May last year.

Kajmaku was detained in May 2022 by the Italian police after, together with a relative, was found about 20 kilograms of cocaine hidden in flower vases. For Kajmaku, there was another criminal process in Albania. He was arrested on May 6, 2020, after the Prosecutor's Office of Tirana announced that he was wanted since November 2019 for "abuse of duty", "falsification of forms", as well as a third charge of "performing the function after his termination" ". However, the court released him after two days, using as an argument, among other things, his health condition and set the measure of personal insurance "obligation to appear".

Asked by BIRN if the property investigation had begun for Kajmaku, SPAK informed through the media coordinator, Xhuljeta Krasta that: "there is no reference material from the judicial police or other law enforcement institutions for the initiation of criminal proceedings or property verification against the citizen Agim Kajmaku”, to be related to his detention in Italy with about 20 kg of cocaine.

Until the publication of this article, SPAK has not informed why it has not deemed it reasonable to start the investigation of the legality of Kajmaku assets, based on the information made public.

Albanian criminal legislation enables the investigation mainly by the prosecutor's office, based on data obtained from open sources or from non-public sources. Meanwhile, the 2009 law "On preventing and combating organized crime, trafficking, corruption, and other crimes through preventive measures against wealth", determines the beginning of investigations into the legality of the sources of wealth for all persons investigated for criminal offenses of organized crime and corruption.

Kajmaku was elected mayor of Vora in the elections boycotted by the opposition on June 30, 2019. His election was denounced by the Democratic Party, along with that of Valdrin Pjetri in Shkodër and several other mayors of the Socialist Party, for violating the decriminalization law. The accusations against Kajmaku turned out to be true after the verifications carried out by the General Prosecutor's Office. He lost his mandate on November 1, 2019, because he had not declared in the decriminalization form his detention and investigation in Greece under the name Jorgo Toto for the criminal offense of using counterfeit money.
