At the conclusion of the preliminary investigation of criminal case no. 111 of the year 2023, the Special Prosecutor's Office Against Corruption and Organized Crime presented to the First Instance Special Court for Corruption and Organized Crime (on July 31, 2023) the request for trial against the accused:
Dhionisios Alfred Beleri, charged with the criminal offense of "Active Corruption in Elections," committed in cooperation, as envisaged in Articles 328 and 25 of the Penal Code.
Pandeli Kokaveshi, charged with the criminal offense of "Active Corruption in Elections," committed in cooperation, as envisaged in Articles 328 and 25 of the Penal Code.
Based on a thorough analysis and unity of evidence administered during the investigation, such as data obtained from audio/video recordings, phone interceptions, computer forensic examinations, testimonies of individuals with knowledge of the criminal offense, etc., it is conclusively proven beyond any reasonable doubt that the accused Dhionisios Alfred Beleri offered the citizen Arsen Rama sums of money amounting to 50 euros for each person that Arsen would find and who would vote for Beleri as the candidate for the Mayor of Himara in the local elections of May 14, 2023. In return, Arsen Rama promised to reward the citizen for the service he would provide with a sum of 300 euros.
The accused Dhionisios Alfred Beleri provided the monetary sums to Arsen through another accused, Pandeli Kokaveshi, who was his accomplice in committing this corrupt act. The latter gave the citizen Arsen Rama eight banknotes of 5,000 lek each for eight people who would vote in favor of the citizen Dhionisios Alfred Beleri.
In this specific case, the accused committed the criminal offense through active illegal actions in two forms, both through the promise and offer of monetary sums to Arsen Rama to influence the will of other citizens to secure votes in favor of the accused Dhionisios Alfred Beleri in the local elections of May 14, 2023, local media say.
