Today, three former officials of the Tirana Municipality have been arrested following an order from the Special Prosecution Office Against Corruption and Organized Crime (SPAK), while six others have been placed under judicial control.

Those arrested include Mariglen Qato, Redjan Molla, and Taulant Tushe, while those placed under judicial control are Enton Punavija, Julian Zanaj, Albano Janku, Nestor Muhamellari, and Debora Keçi.
According to the official announcement from SPAK, they are accused of "Violating the equality of participants in tenders and public auctions" and "Passive corruption of persons exercising public functions."
As per the Special Court, based on the indictment filed by Belind Këlliçi, the Special Prosecution has registered the proceedings, and both criminal proceedings have been merged into a single criminal case.
Regarding this criminal case, investigative actions have been carried out continuously for several months, including the administration and verification of information from open sources, proactive investigative actions, site inspections, and checks on individuals, as well as the seizure of material evidence, administration of documentation related to various procurement procedures, technical and computer expertise, and examination and analysis of all evidence and documents administered.
From the evidence collected during the investigations of this criminal case, reasonable doubts have arisen that Redian Molla and Mariglen Qato are the true partners and "de facto" owners of the company "5D Konstruksion" sh.p.k. Redian Molla and Mariglen Qato, according to SPAK, have indirectly owned this trading company by using other individuals, citizens E.M., M.P., and N.M., as nominal partners in the registration and functioning of the company, with whom the true partners of the company have had social and friendly relationships.
