 In late March 2023, the Municipality of Tirana opened a tender for the construction of public infrastructure within the TEDA zone with a limited fund of 487 million lek or 4.2 million euros. Recently, the Municipality has initiated another supplementary procedure regarding this project, focusing on supervision. Last Friday, four procedures related to supervision were opened on the Public Procurement Agency's website.

The first is "Supervision of works for the project: Expansion of public cemetery spaces in Sharrë". The second is "Supervision of works for the project: Construction of a wholesale and retail market for food products (Tirana Agriculture) – Phase II". The third is "Supervision of works for the project: Construction of roads in the village of Gurrë e Vogël". And the fourth is "Supervision of works for the project: Construction of public infrastructure within the TEDA zone, Tirana". The total limited fund for all procedures together is 4.9 million lek.

The Technology and Development Zone (TEDA) has been identified as one of Tirana Municipality's significant projects and has previously been granted the status of strategic investment by the Albanian Investment Development Agency (AIDA).

The selected area for the development of TEDA Kashar is approximately 35 hectares with the potential for expansion up to 50 hectares. This area is sufficient for installing the necessary infrastructure for the project.

The granting of strategic investment status in 2021 by AIDA was justified by the business plan envisaged by the Municipality of Tirana for this area, where the investment value of the strategic potential project "TEDA Tirana" met the criteria set by legislation for strategic investments.

Specifically, the investment value is estimated to be 16 million euros, excluding the value of operators' investments, employing 5000-7000 employees.

The applicant in this case, the Municipality of Tirana, proposed in the documents submitted to the State Inspectorate of Construction the development of the Technology and Economic Development Zone (TEDA) Tirana, to expand the range of operating industries in the market, creating diversification to attract complex manufacturing industries such as the automotive industry, ICT, and electronic equipment industry.

According to the business plan published in the official gazette, TEDA TIRANA, considered a technological park, will bring together in one focus the automotive industry as well as electronic, pharmaceutical, agro-processing industries, and tourism.

"Beneficiaries will be all sectors as technology finds application everywhere. In education, Fintech, opportunities in tourism through technology, and also high development in agriculture and technology sectors," said Hatixhe Bylykbashi, an expert in entrepreneurship.

The aim of such a technological park in the prepared plan includes producing a range of products missing from the market and promoting domestic and international market production, thereby increasing competitiveness.

Positioned between Kashar and Vaqarr, with an area of over 35 hectares, near the Port of Durrës and Tirana Airport, with an expected investment of 103 million euros, TEDA Tirana is expected to create 5-7 thousand jobs.
