In the draw held at UEFA headquarters in Nyon, Switzerland, 52 teams participated, divided into 13 groups with four teams each. Albania U-19 was placed in Group 11 alongside Israel, Denmark, and Northern Ireland.
If the red and blacks finish first or second in Group 11 after the matches of this round, they will advance to the "Elite Round" phase. Another opportunity to progress to this phase will be as the best third-placed team in any group.
From the qualifying matches in the "Elite Round", 27 teams will advance, the top two teams from each group and the best third-placed team. Meanwhile, Portugal has automatically qualified for this phase.
In total, 28 teams will then discover their opponents from the UEFA draw, where seven groups of four teams each will be formed. After the conclusion of the matches in the "Elite Round", the top seven teams from each group will join Romania in the finals of the U-19 European Championship.
