False Documentation in Tirana's Medical Waste Tendering

 In a startling revelation, it has come to light that approximately 200 tender procedures for hospital waste disposal in Tirana, conducted from 2016 onwards, were awarded to a company owned by an individual who submitted fraudulent documentation, local media reveal.

This damning conclusion has led investigators to the doorstep of the Tirana Prosecutor's Office, seeking imprisonment for Ervis Miri, accused of the criminal offense of "Forgery of Documents," within penal procedure No.1255.

"The individual under investigation claimed to have the capacity to collect and treat hospital waste, transforming it from hazardous to non-hazardous. However, the investigation revealed a lack of equipment necessary to carry out such an operation," explained the prosecuting body.

PROSECUTOR'S ANNOUNCEMENT:

In the course of preliminary investigations conducted by the prosecutor's office in close collaboration with the Anti-Economic Crime Sector at the Tirana DVP, intensive inquiries have been made, including interrogations, inspections, and seizures at institutions. The conclusion reached is that we are dealing with the consummation of elements of criminal offenses as stipulated by articles 186/3, 201/a, 201/c, 248 of the Penal Code.

Up to this phase of the investigations, it has been established that citizen E.M., in collusion with citizen E.Sh., has been fabricating false documents since 2015, as reflected in their requests to the National Environmental Agency, through the Environmental Quality Office, as well as in their periodic monitoring reports, regarding Type B Permit, for an Econos Tsc 150 device, which in fact was installed after January 2024.

The legal entity has been inspected by state employees I.B. and K.A., but they covered up the absence of the Econos Tsc 150 device. Similarly, state inspectors J.Sh., E.P., A.M., N.D., A.K., B.L. have overlooked the actual activities of the legal entity, failing to report discharge points into the air and soil of the Warehouse device, identified by Engineer G.T., in historical records, as well as failing to report that instead of exercising the activity, only one incinerator is installed.

It is proven that the Econos TSC 150 device, examined by forensic police officers, was imported on January 22, 2024, by a different legal entity than what the person under investigation, E.M., declared. E.M. claimed that the Econos TSC 150 device was imported and installed in 2016.

Under these circumstances, suspicions arise that with the absence of the Econos Tsc 150 device, and the absence of one of the incinerators, the legal entity did not have the ability to fulfill the purpose of the contracts concluded with third parties for the treatment of hospital waste.

Investigations continue into the actions and inactions of public entities as well as possible collaborators, accounting experts, in relation to the environmental impact over the years.
