Albania Launches Military Reserve Force to Strengthen National Security

 In a recent move aimed at bolstering Albania's national defense capabilities, the Albanian government has approved a draft law to create a military reserve force. Approximately 2,100 former military personnel and civilians will have the opportunity to join the Albanian Armed Forces as reservists. This draft law, approved by the Council of Ministers, has now been submitted to the Albanian Parliament for further review and discussion. The initial budget required to activate this reserve force is estimated at 1.5 billion Albanian lek.

Despite the global diplomatic efforts, including former President Trump’s promise to restore global peace, Albania remains focused on its own military preparedness. The creation of this reserve force is expected to enhance the country’s defensive readiness by providing a trained pool of individuals capable of supplementing the existing structure of the Albanian Armed Forces.

The Purpose and Structure of the Reserve Force

According to the Ministry of Defense, the draft law, titled "On the Organization and Functioning of the Reserve Force in the Republic of Albania," outlines the purpose of the reserve force as follows:

• Ensuring a pool of trained individuals to complete the Armed Forces structure,
• Maintaining the required levels of operational readiness,
• Increasing defense capacities, especially in the event of a worsening security situation,
• Fulfilling national obligations within the NATO framework.

The main requirement for individuals who wish to join the reserve force is Albanian citizenship and a clean criminal record. Depending on their age, reservists will be given ranks that correspond to their experience and qualifications, ranging from enlisted soldier to non-commissioned officer or officer.

Responsibilities and Expectations of Reservists

While joining the reserve force offers a range of benefits, it also comes with responsibilities. Reservists must comply with military obligations, including attending training sessions, exercises, and, when necessary, taking part in operations both within and outside Albania.

To ensure compliance, the law imposes penalties on reservists who fail to meet these obligations. Reservists who avoid their military duties, such as participating in training or exercises, may face administrative fines ranging from 10,000 to 50,000 lek.

Financial Investment and Service Duration

The initial cost for mobilizing these 2,100 reservists is projected at 1.5 billion lek. The annual service duration for each reservist will range between 14 and 45 days, depending on the needs of the Armed Forces and the individual's role within the reserve force.

This initiative reflects Albania's commitment to national security and its readiness to contribute to NATO’s collective defense. With the establishment of a well-trained reserve force, Albania aims to enhance its defense capabilities while promoting stability and readiness in the region.
