Albania’s Strategic Focus for 2024-2030: Renewable Energy, Sustainable Tourism, and Food Chain Development

 As part of its National Strategy for 2024-2030, Albania has outlined seven key areas for development, with renewable energy, sustainable tourism, and the improvement of the food supply chain being among the top priorities. These initiatives aim to transform the country into a hub for innovation and sustainable growth, aligning with European Union standards and integration goals.

Strategic Objectives and Challenges

The "S3 Strategy" has been designed to address critical challenges in Albania’s economy, including:

  • Lack of economic diversification
  • Low investment in research and development
  • Workforce migration and brain drain
  • Poor coordination between sectors

The strategy sets ambitious goals, such as increasing investment in a healthy and sustainable food supply chain, boosting research and innovation, and developing sustainable tourism. A special focus will also be given to engaging the diaspora and empowering young people.

Key Areas of Focus

  1. Renewable Energy
    Albania aims to become a regional leader in renewable energy production. By increasing the generation of clean energy and utilizing local raw materials, the country seeks to create a sustainable energy sector that supports economic growth.

  2. Sustainable Tourism
    The government plans to establish Albania as a premier destination for sustainable tourism by leveraging its cultural heritage, promoting health tourism, and expanding into agritourism and ecotourism.

  3. Transforming Agriculture and Food Systems
    The agricultural sector will be modernized to produce healthier, organic food. The use of innovative technologies will ensure safe food processing and create a more resilient and sustainable food supply chain.

Investments and Implementation

The total cost of implementing the S3 Strategy is estimated at €1.18 billion. Funding will be sourced from:

  • €424 million from the state budget
  • €266 million from EU funds
  • €143 million from other international donors

By 2030, the government expects to achieve economic competitiveness, create new jobs, increase foreign investment, and realize digital transformation across sectors.
