As of January 1, 2025, all pensioners in Tirana have been provided with free general transit passes, allowing them to travel without charge on the city's urban transportation lines. This initiative marks a significant step in improving the mobility and quality of life for the elderly population of the Albanian capital.

Mayor Erion Veliaj Promotes the Initiative
Mayor of Tirana, Erion Veliaj, took part in promoting the initiative by traveling on one of the city’s urban transport lines. During his journey, he interacted with pensioners and explained the procedures for acquiring the free passes. “I am pleased that, starting this year, the Municipality of Tirana is also subsidizing transit passes for our grandmothers and grandfathers, just as we have been doing for students for over a year. This subsidy amounts to 16,000 lek per month or 192,000 lek annually,” Veliaj stated.
He detailed the straightforward process: “To obtain a pass, one must first register at the administrative unit. After being added to the reimbursement system, the individual can visit the nearest kiosk with a photograph to collect their pass.”
No Need to Rush: Ample Passes Available
Mayor Veliaj also reassured pensioners that there is no need to queue, as the municipality has ensured a sufficient supply of passes. “There are passes for everyone! The more passes are requested, the more the municipality will reimburse. There is no need to wait in line or come early in the morning. I understand that new initiatives can generate curiosity and concern about shortages, but the supply is unlimited,” he emphasized.
He added, “The pass is simply a card that we can produce in as many quantities as needed. The only requirement is that it must be linked to a real individual who has registered and expressed interest.”
This program not only underscores the city’s commitment to supporting its senior residents but also reflects a broader effort to enhance public services and promote sustainable urban mobility. With this initiative, Tirana takes a bold step toward creating a more inclusive and accessible city for all.
