Legal Cannabis Cultivation in Albania, Tirana Government Approves Regulations

 The Council of Ministers in Albania has approved new regulations establishing stringent security standards and rules for the cultivation and processing of cannabis for medical purposes. The decision, made on Thursday, represents a significant step toward regulating the sector while ensuring the highest standards of safety and control.

Key Requirements for Licensing

Under the newly approved framework, entities seeking licenses to cultivate medical cannabis must adhere to several strict conditions:

  1. Continuous Monitoring: Licensed entities are required to maintain round-the-clock surveillance using high-resolution cameras. Recorded footage must be stored for up to one year on cloud servers located within the European Union, ensuring data security and compliance with international standards.

  2. Physical Security Measures: Cultivation and processing sites must be surrounded by 4-meter-high concrete walls topped with barbed wire. These robust barriers aim to prevent unauthorized access and enhance site security.

  3. 24/7 Guarding: Facilities must employ specialized, licensed security firms to provide 24-hour protection. Advanced technological equipment, such as intrusion detection systems, must also be installed to monitor and manage unauthorized entries.

Transportation Regulations

The decision also introduces specific rules for the movement of vehicles transporting raw materials and final products. These measures aim to prevent theft, unauthorized access, and other risks associated with the transportation of cannabis-related goods.
