The Ministry for Europe and Foreign Affairs was the first to receive the notification, which serves as an official notice to the Albanian government regarding the U.S. administration’s decision to suspend the implementation, new obligations, and disbursement of foreign aid funds until a full review of all assistance programs is completed.

According to the letter, partners and implementing agencies of U.S.-funded aid programs in Albania are being notified of this decision. The document serves as a formal announcement for all relevant ministries, institutions, and governmental bodies collaborating through existing U.S. foreign aid programs.

Among the key institutions receiving this notification are the Ministry of Finance, the Ministry of Internal Affairs (including the Albanian State Police and the Police Oversight Agency), the Ministry of Justice, the Ministry of Defense, the High Judicial Council, the Special Anti-Corruption and Organized Crime Structure (SPAK), the Constitutional Court, the High Court, and several other governmental and law enforcement bodies.

This decision marks a significant shift in U.S. foreign assistance policy towards Albania, with potential impacts on key sectors such as justice, security, energy, infrastructure, education, and economic development. As Albania has been a key recipient of U.S. support in these areas, the suspension of aid is expected to generate political and institutional discussions in the coming days.
