 The Italian Ministry of the Interior has begun preparations to transfer a group of migrants to the camp established in Gjadër, Albania, according to reports by the prestigious Italian newspaper La Repubblica.

This time, unlike previous instances, the migrants will not be immediately returned to Italy. Instead, they are expected to remain in Albania while awaiting repatriation, reports albinfo.ch.

According to the same source, the individuals in question are currently being held in Italy’s repatriation centers, which have now reached maximum capacity following a recent directive from the Ministry of the Interior. The Department of Civil Liberties and Immigration, headed by Prefect Rosanna Rabuano, is compiling a list of migrants considered most suitable for transfer to Albania.

Nationalities listed include Tunisians, Egyptians, Moroccans, and, notably, Albanians. In a paradoxical twist, La Repubblica highlights that even irregular Albanian migrants may end up in the Gjadër camp. The rationale is that returning them to Albania would be both easier and less costly for Italy.

For these Albanian nationals, the stay in Gjadër could potentially end with their release within Albanian territory. In contrast, for non-Albanian migrants, the bilateral agreement between Rome and Tirana requires a return to Italy before the start of official repatriation procedures.

La Repubblica also emphasizes the need for Italy to reinforce its existing agreements to avoid a potential "boomerang effect"—a situation in which migrants remain in Albania for extended periods without ever being returned to their countries of origin.

This move marks a new phase in the Italy-Albania migration agreement, raising questions about its long-term legal, humanitarian, and political implications.
